Forest graduated from the University of San Diego School of Law in May of 2003. After law school, Forest did an extended internship at the United Nations International Criminal Tribunal for the former Yugoslavia in The Hague, the Netherlands. She was assigned to the lead prosecutor on the team prosecuting Serbian Dictator Slobodan Milosovic for war crimes.
After leaving the Public Defender's Office, Forest joined a panel writing and arguing appeals for indigent defendants in the Fourth Appellate District in California. She has continued to work in criminal defense and gained experience in Dependency and Family Law restraining orders. Arising out of necessity for her clients, she has expanded her knowledge to provide a more wholistic approach to her clients whose cases cross over into these other areas of law.

Reflections on 12 Years of Battle at Wilkerson & Mulligan

There comes a season in every fighter’s life when the wind shifts, and the call to duty sounds from a different hill. For the past twelve years —from 2013 to 202 5 — I have stood in the mud and the muck of the legal trenches alongside the finest trial lawyer I have ever known, Joshua Mulligan. Together, we built Wilkerson & Mulligan not just as a law firm, but as a fortress for the forgotten.

Now, I am moving on to answer a new call in the service of our government. But before I go, I need to speak to the people we have served, and to those who will need protection in the days to come.

The Mulligan Defense is now the banner under which this work continues.

Passing the Sword

Leaving this practice is not something I do lightly. This firm is the house that Josh and I built, brick by brick, case by hard-fought case. But I leave with a light heart because I am not leaving my clients to the wolves. I am leaving them in the hands of Joshua Mulligan.

Josh is taking over all my cases. He holds every file, every strategy note, and every scrap of evidence from our years together. If you were my client, you are now his client, and you are safer for it. I endorse him without reservation. He has the heart of a lion and the mind of a scholar, and he is the only person I would trust to carry this torch.

The Fight Goes On

I am proud of the work Josh and I did together. We never took the easy way out. We never bowed to the power of the state. We stood for the people.

Though I am leaving private practice, the spirit of what we built remains alive and well at The Mulligan Defense. Josh has been my partner in war for over a decade. He knows the files, he knows the law, and more importantly, he knows how to win.
